Establishes a residential flood mitigation and assistance grant program to be administered by the Board of Land and Natural Resources to support drainage system maintenance and flood mitigation measures in residential areas, including private roads accessible to the public.

Creates two grant types: drainage system grants for counties, homeowners associations, and property owner groups to clear, repair, and upgrade drainage infrastructure; and homeowner grants for flood mitigation measures such as elevating homes, installing flood barriers, and landscaping improvements.

Requires grant applicants to demonstrate U.S. citizenship or permanent resident status, compliance with federal and state laws, a history of flooding impacts, and commitment to ongoing maintenance of improved systems.

Mandates the Board develop administrative rules, provide annual reporting to the legislature on grant funding and outcomes, and distribute educational materials on flood prevention and mitigation strategies.

Appropriates an unspecified amount from general revenues for fiscal years 2025-2026 and 2026-2027 to implement the grant program; effective July 1, 3000.
