Amends Hawaii Revised Statutes Section 281-39 to allow wineries, brewpubs, and small craft producer pubs to employ authorized solicitors or representatives in any county of the State, matching current authority available to manufacturers and wholesale dealers.

Expands the definition of entities eligible to have solicitors or representatives by adding wineries, brewpubs, and small craft producer pubs alongside manufacturers and wholesale dealers.

Permits persons to apply for permits to act as solicitors or representatives of these licensed establishments in counties outside where the license was originally issued.

Addresses competitive disadvantage of small local producers who were previously restricted to promoting within only their home county, while larger manufacturers and dealers could operate statewide.

Takes effect upon approval.
