Appropriates $300,000 from general revenues to the Department of Agriculture for fiscal year 2025-2026 for a non-potable water wells pilot program in Panaewa, Hawaii.

Requires the Department of Agriculture to prepare an environmental impact statement or environmental assessment for drilling non-potable water wells on individual parcels at Panaewa Agricultural Park and Panaewa Farm Lots.

Establishes that any non-potable water wells or improvements completed under this pilot program shall revert to the State upon lease expiration.

Intended to improve irrigation water access for farmers and conserve potable water supplies for other uses during drier months.

Takes effect on July 1, 2025.
