Requires the Office of Planning and Sustainable Development to develop and publish a Hawaii Climate Adaptation and Resilience Implementation Plan aligned with state planning acts, sustainability plans, and the most accurate climate data available.

Plan must determine the overall financial risk to the State associated with climate change, aggregate climate risk and hazard data, assess adaptation options for multiple hazards, and recommend land use and infrastructure adaptations.

Plan shall incorporate recommendations from the Hawaii 2050 Sustainability Plan, Hawaii Sea Level Rise Vulnerability and Adaptation Report, multi-hazard mitigation plan, drought plan, water plan, wildfire protection plans, and county plans.

Office must submit the initial plan to the legislature no later than twenty days prior to the 2027 regular legislative session, with updates required every five years thereafter.

Appropriates funds for two Planner V positions, one Planner IV position, computers, publication costs, website development, and other expenses for fiscal years 2025-2026 and 2026-2027; Act takes effect July 1, 2025.
