Reduces the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) Board of Trustees from ten members to nine members

Adds the director of finance or designee as an ex officio trustee representing the State

Restructures appointed trustees to include three employee-beneficiary representatives, two public employer representatives, and three state resident trustees (one with financial services experience and one with health industry experience)

Changes voting structure from collective voting (employer trustees sharing one vote, employee trustees sharing one vote) to individual voting where each trustee gets one vote

Reduces quorum requirement from six trustees to five trustees, and limits holdover service for outgoing trustees to 120 calendar days after term expiration
