Allows the director of corrections and rehabilitation to transfer committed felons to private, out-of-state correctional institutions for security, management, overcrowding reduction, or inmate interest purposes.

Requires the director to reduce the number of committed felons in private, out-of-state correctional institutions by 25 percent beginning July 1, 2028, and by 50 percent beginning July 1, 2030.

Defines "private, out-of-state correctional institution" to include any correctional facility outside Hawaii operated for profit or under a public-private partnership.

Mandates the Department of Corrections and Rehabilitation to submit progress reports to the Legislature no later than 20 days before the regular sessions of 2026, 2027, 2028, 2029, 2030, and 2031.

Takes effect July 1, 3000.
