Amends Hawaii Revised Statutes Section 453-4.5 to create two alternative pathways for foreign medical school graduates to obtain physician licensure from the Hawaii Medical Board.

First pathway allows graduates who passed the Federation Licensing Examination (FLEX) or United States Medical Licensing Examination (USMLE) with board-approved scores, passed the Educational Commission for Foreign Medical Graduates qualifying examination, and completed at least three years of approved hospital training to be licensed.

Second pathway allows graduates who passed FLEX or USMLE with board-approved scores, possess an Educational Commission for Foreign Medical Graduates certificate, and completed two years of post-graduate medical training in programs accredited by the Accreditation Council for Graduate Medical Education, American Osteopathic Association, or Canadian accredited programs to be licensed.

Removes the previous restriction limiting the first pathway only to graduates who passed the qualifying examination before 1984, making that pathway available to current applicants.

Takes effect upon approval.
