Establishes the Hawaii State Flag Redesign Commission within the Department of Accounting and General Services to design a new state flag representing the people, culture, and history of Hawaii.

Commission membership includes the executive director of the state foundation on culture and the arts (as chairperson), two state senators, two state representatives, four members representing Native Hawaiian organizations, and four cultural historians.

Commission shall conduct community engagement, public education campaigns, host forums and workshops, and solicit design proposals from the public before evaluating and adopting a final flag design for legislative approval.

Commission must submit its findings, recommendations, final design, and proposed legislation to the legislature no later than twenty days before the 2026 regular legislative session.

Commission ceases to exist on December 31, 2026.
