Adds a new category allowing retirants to be reemployed as investigators by the Department of Law Enforcement or Department of the Attorney General without reenrollment in the Employees' Retirement System and without loss of retirement benefits.

Requires the retirant investigator positions be identified as labor shortage or difficult-to-fill positions by the respective department.

Imposes eligibility conditions including: retirant was not employed by the State or county during the six calendar months prior to reemployment, and no pre-retirement agreement existed for rehiring.

Requires the Department of Law Enforcement or Department of the Attorney General to contribute to the pension accumulation fund the required percentage of the rehired retirant's compensation to amortize the system's unfunded actuarial accrued liability.

Mandates annual reporting to the legislature by the director of human resources detailing employment of retirants under this provision, including the number and positions of rehired retirants.
