Requires the Department of Agriculture to establish an enhanced agricultural statistics program to collect, analyze, and report data on the movement of fresh fruit and vegetable products between and within Hawaiian islands.

Mandates development of electronic data collection systems and establishes a structured rotation schedule for sector-specific surveys covering agricultural theft, tourism, aquaculture, crop/livestock losses, farm technology, horticulture, livestock productivity, producer expansion, seeds, tropical fruits, vegetables, and other topics.

Designates collected data and information as confidential and exempt from disclosure under Hawaii's public records law, except in statistical or aggregate form that does not identify individuals or entities.

Authorizes the department to collaborate with the U.S. Department of Agriculture, University of Hawaii, and other entities, and to establish partnerships with local producers, transportation companies, and distributors for data collection.

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to establish agricultural economist and research statistician positions, secure office space and equipment, develop electronic systems, and conduct specialized surveys across all Hawaiian islands.
