Requires counties that use neighborhood boards to limit member terms to no more than one year.

Mandates that eligible voters in neighborhoods may vote for neighborhood board members through both electronic and in-person voting methods.

Requires counties to submit timely compliance reports to the Office of Elections regarding adherence to these requirements.

Directs the Chief Election Officer to inform the legislature of any county's noncompliance with these provisions.

Appropriates funds to the City and County of Honolulu for fiscal years 2025-2026 and 2026-2027 to implement compliance costs, effective July 1, 2025.
