Establishes in Hawaii Revised Statutes Chapter 7 that each parent has the right to direct the upbringing, education, care, and welfare of their child.

Prohibits state and county departments, agencies, rules, regulations, and ordinances from infringing upon parental rights unless narrowly tailored to address a compelling governmental interest using the least restrictive means necessary.

Does not affect rights, duties, penalties, or proceedings that matured or began before the Act's effective date.

Takes effect upon approval.
