Authorizes the U.S. Department of the Interior to adopt regulations for administering the Hawaiian Homes Commission Act, including sections 202, 204, 207, 210, and 214.

Requires Department of Interior regulations to maintain federal oversight of the state's administration of the Hawaiian Home Lands program and protect beneficiary rights.

Mandates that regulations advance self-determination of HHCA Beneficiary Associations and Homestead Associations as defined in federal regulations.

Increases the minimum number of native Hawaiian beneficiaries on the Hawaiian Homes Commission from four to at least five of the nine total members.

Caps the maximum number of members who are descendants of pre-1778 Hawaiian races at four, reducing from the prior framework.
