Changes Elections Commission member selection from direct selection to nomination by legislative leaders, with appointment subject to Senate advice and consent.

Requires the chairperson of the Elections Commission to be nominated by a two-thirds vote of already-appointed and confirmed members, rather than selected by the original appointment method.

Allows the Chief Justice of the Supreme Court to appoint nominated members during interim periods when the Senate is not in regular session, and to fill vacancies not filled within specified timeframes.

Establishes that a majority of all nine members to which the Commission is entitled shall constitute a quorum for conducting business.

Removes the previous exemption from senatorial confirmation for Elections Commission members and clarifies vacancy-filling procedures to maintain county representation.
