Designates neighborhood commissions of each county as the official oversight authorities for applying sunshine law requirements to neighborhood boards within their respective jurisdictions.

Allows neighborhood boards to receive public input on matters not specifically noticed on the agenda, but prohibits decision-making on such matters until a subsequent meeting where the topic is properly noticed.

Permits neighborhood boards to discuss official government reports that are not on the agenda without making decisions, with any decision-making deferred to a later meeting with proper notice.

Establishes quorum requirements for neighborhood board meetings: required for conducting official business, discussions prior to voting, and voting to validate board actions; allows information and testimony to be received without a quorum as long as no decisions are made.

Takes effect July 1, 2025.
