Amends Hawaii Revised Statutes Section 706-662 to add two new criteria for imposing extended terms of imprisonment on defendants convicted of felonies involving organized crime participation.

Includes as grounds for extended imprisonment if during commission of a felony the defendant was a participant in organized crime as defined in Section 842-1, either in Hawaii or another jurisdiction.

Includes as grounds for extended imprisonment if within the five-year period prior to committing the felony, the defendant was convicted of violating Chapter 842 (organized crime laws) or similar organized crime laws in any other jurisdiction.

Amends Section 706-665 to apply the new organized crime criteria to convictions in other jurisdictions, allowing out-of-state organized crime convictions to count toward extended sentencing determinations.

Takes effect upon approval with no retroactive effect on rights, duties, and proceedings that began before the effective date.
