Amends Hawaii Revised Statutes Section 103D-302(h) to authorize contract awards in competitive sealed bidding procurements to bidders other than the lowest responsible and responsive bidder.

Allows the head of a purchasing agency, with chief procurement officer approval, to award contracts to responsible and responsive bidders whose bids are most beneficial to taxpayers or in the best interests of the State.

Preserves existing authority for purchasing agencies to negotiate bid adjustments with the lowest bidder when all bids exceed available funds and time or economic considerations prevent resolicitation.

Does not affect rights, duties, penalties, or proceedings that matured or began before the effective date.

Takes effect July 1, 3000.
