Requires the Alcohol and Drug Abuse Division of the Department of Health to develop and implement a comprehensive messaging and informational campaign to prevent cannabis use among Hawaii's youth.

Mandates the Division to establish contracts with community-based organizations to award grants for evidence-based substance misuse prevention programs targeting youth.

Requires the Department of Health to submit a report to the Legislature no later than twenty days before the 2027 regular session, including expenditure details, service providers, number of persons engaged, services provided, measurable outcomes, and proposed legislation.
