Requires wireless telecommunications carriers to maintain emergency backup power for a minimum of 12 hours as a condition for obtaining a permit under section 206N-6 for constructing, reconstructing, or altering a telecommunications facility.

Requires wireless telecommunications carriers to demonstrate either ownership and maintenance of infrastructure capable of 12-hour backup power or network access from a separate utility with established 12-hour backup power capability as a condition for obtaining a certificate of public convenience and necessity under section 269-7.5.

Preserves the Public Utilities Commission's authority to regulate wireless telecommunications carriers under chapters 269 and to potentially require backup power of greater duration than 12 hours.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
