HB 1430 Summary

• Amends Hawaii Revised Statutes Section 453-4.5 to restructure foreign medical graduate licensing qualifications into three separate requirements (passed licensing exams, passed ECFMG qualifying exam before 1984, and completed medical training or experience).

• Allows foreign medical school graduates to substitute one year of the required three years of hospital medical training or experience with one year of fellowship training from a program or hospital accredited by the Accreditation Council for Graduate Medical Education.

• Maintains existing requirements that foreign medical graduates must pass the FLEX or USMLE examinations (or a combination approved by the board) with satisfactory scores and pass the Educational Commission for Foreign Medical Graduates qualifying examination prior to 1984.

• Takes effect upon approval.
