Replaces boards of registration with on-call circuit judges to hear elections disputes and voter challenges.

Allows appeals of clerk rulings on voter challenges to go directly to an on-call circuit judge rather than a board of registration, with the judge to act as expeditiously as practicable.

Establishes that on-call circuit judges will issue written decisions with findings of fact and conclusions of law that are final appealable orders to intermediate appellate courts, with appeals due within 10 days.

Repeals Chapter 11, Part III of Hawaii Revised Statutes (the boards of registration) effective July 1, 2025, while preserving prior legal proceedings and rights.

Updates election law references throughout statutes to replace "board of registration" with "on-call circuit judge" in voter residency determinations, voter registration corrections, and voter challenge procedures.
