Appropriates $4,585,330 to the Legislative Reference Bureau, $1,669,017 to the Office of the Ombudsman, and $1,679,759 to the State Ethics Commission for fiscal year 2025-2026 expenses

Declares that appropriations in Sections 2, 3, and 13 will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 by an additional $30,334,159 (1.0 percent), citing public interest necessity
