• Changes motor vehicle safety inspection requirements from annual to biennial (every 24 months) for most vehicles including motorcycles, mopeds, trailers, and antique motor vehicles with gross vehicle weight rating of 10,000 pounds or less

• Removes the exemption that previously allowed vehicles to avoid inspection within two years of first sale

• Cites a 2015 Government Accountability Office report finding that annual inspection programs in the 16 states requiring them do not produce conclusive evidence of improving vehicle safety, with crash rates remaining similar before and after program eliminations

• Takes effect upon approval
