HB1446 Summary

• Requires the Office of the Auditor to conduct a comprehensive forensic audit of the Department of Corrections and Rehabilitation and Department of Accounting and General Services regarding spending on planning, design, financing, construction, and maintenance of a new jail to replace the Oahu Community Correctional Center.

• Audit must examine accountability measures, budget compliance, procurement law adherence, and provide a complete list of all contractors and subcontractors with contract dates, amounts, scope of work, and completion status.

• Department of Corrections and Rehabilitation has expended approximately $25,000,000 on planning consultants and is requesting an additional $30,000,000 for a request for proposals on a proposed $1,000,000,000 jail replacement project.

• Office of the Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days prior to the 2026 regular session convening.

• Appropriates funds from general revenues for fiscal year 2025-2026 to the Office of the Auditor to perform the forensic audit; takes effect July 1, 2025.
