Amends Hawaii Revised Statutes Section 338-17.7 to expand the types of licensed health care providers who can submit affidavits for new birth certificates.

Adds "physician assistant" and "advanced practice registered nurse" to the existing category of "United States licensed physician" authorized to attest to gender transition for birth certificate changes.

Requires the attesting provider to have a bona fide provider-patient relationship with the birth registrant and have treated, evaluated, and reviewed the registrant's medical history.

Maintains existing requirements that the birth registrant must have completed appropriate clinical treatment for gender transition and the new gender must not align with the sex designation on the original birth certificate.

Takes effect upon approval.
