Department of Business, Economic Development, and Tourism (DBEDT) shall conduct a feasibility study for establishing a state lottery in Hawaii.

Study must examine the fiscal impact of a state lottery, including estimated revenue and implementation costs.

Study must evaluate potential community benefits associated with establishing a state lottery.

DBEDT shall submit report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2026 regular session convenes.

Act takes effect upon approval.
