Authorizes residents to cultivate one or more vegetable gardens within their rented, owned, or leased units in planned community associations and condominiums.

Prohibits association documents from prohibiting or restricting vegetable garden cultivation, citing food security concerns highlighted by the 2023 Maui wildfires and Hawaii's vulnerability to food insecurity as an isolated state dependent on imports.

Permits unit owners to require consent before tenants cultivate gardens and to withdraw consent at any time, and allows owners to restrict water use and prohibit invasive or destructive plants.

Restricts vegetable gardens from being cultivated in common areas or abutting any building within the planned community or condominium.

Preserves county authority to enact ordinances addressing water use during droughts, fertilizer use, and control of invasive species.
