Adds spacecraft launch and reentry activities to Hawaii's environmental assessment requirements by amending Section 343-5, Hawaii Revised Statutes.

Requires a draft environmental impact statement (rather than preliminary assessment) for any proposed launch of a spacecraft from or reentry of a spacecraft into state waters or the Papahanaumokuakea Marine National Monument, presuming such actions have significant environmental effects.

Mandates that applicants for spacecraft launch or reentry proposals consult with the Office of Hawaiian Affairs during preparation of the draft environmental impact statement.

Responds to SpaceX's request to expand Starship landing zones by over twenty times the 2022 proposal and increase operations from five to twenty-five launches annually.

Takes effect upon approval.
