Increases state supplemental payment ceiling for facility type I (licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes) from $784 to $829 per month.

Increases state supplemental payment ceiling for facility type II (adult residential care homes) from $892 to $937 per month.

Clarifies that state supplemental payment ceilings include both the domiciliary care rate and personal needs allowance for recipients.

References section 346D-4.5 authorization for increasing needs allowance up to $75 per month for eligible individuals.

Takes effect October 1, 2025.
