• Establishes "transfer records" requirements for noncandidate committees to track original sources of funds when contributions exceed $10,000, including identifying intermediaries and previous fund transfers.

• Prohibits structuring or assisting in structuring any solicitations, contributions, expenditures, or transactions to evade campaign finance law requirements.

• Imposes administrative fines of not less than the amount violated and not more than twice the amount violated for breaches of the campaign finance requirements (minimum $10,000 if violation amount is less than $5,000).

• Adds new definitions including "original funds," "traceable funds," "own funds," and "transfer record" to clarify campaign finance disclosure obligations and expand the definition of "independent expenditure" beyond express advocacy.
