Amends section 201H-38, Hawaii Revised Statutes, to require affordable housing projects seeking exemptions from zoning and construction standards to be located within county-designated transit-oriented development (TOD) zones.

Allows projects located outside designated TOD zones only if they are within one-half mile radius of a proposed or existing transit station when the county has not designated TOD zones.

Projects must still meet existing conditions including health and safety standards, public utilities commission approval, county legislative body approval within 45 days, and land use commission approval for boundary changes.

Establishes that TOD zones have coordinated infrastructure plans for roadways, sewer, water, and electrical systems better suited to support higher-density housing development.

Takes effect upon approval.
