Adds new section to Hawaii Penal Code allowing property managers and owners of real property housing massage parlors or similar prostitution establishments to be charged with complicity if persons are charged with commercial sexual exploitation, sex trafficking, or promoting prostitution following law enforcement search.

Imposes mandatory $100,000 fine on property managers and owners if compelling evidence proves complicity or inaction to address the illegal establishment, in addition to any other penalties.

Requires workers and victims of commercial sexual exploitation, sex trafficking, or promoting prostitution at such establishments to be treated as victims and offered resources to determine nature of involvement and potential family reunification if trafficked.

Appropriates unspecified general revenues for fiscal years 2025-2026 and 2026-2027 to enforce the Act, to be distributed among Honolulu, Hawaii County, Maui County, and Kauai County (dollar amounts not filled in).

Takes effect July 1, 2025.
