Authorizes public school employees and agents trained by a health care professional employed or contracted by the department to volunteer as substitutes to administer medications to students, expanding beyond current school health assistants.

Permits administration of oral, nasal, and topical medications, and other premeasured medication in emergency situations, subject to parental authorization for minors and approval by a health care professional.

Expands list of authorized prescribers to include physician assistants, advanced practice registered nurses, and other practitioners with prescriptive authority, in addition to licensed physicians.

Requires administration of medication to be approved by a health care professional within the department, department of health, or contracted health care service, and necessary for student health and school attendance.

Takes effect on July 1, 3000.
