Establishes comprehensive selection criteria for designating exceptional trees, including age, aesthetics, ecological and environmental benefits, botanical/biological value, cultural significance, form and structure, historical value, landmark status, and size.

Creates a "significant tree" tier-two classification for trees meeting exceptional tree criteria to a lesser degree; designated by county arborist advisory committees for education and awareness purposes only with no regulatory obligations or tax benefits.

Establishes a State Arborist Advisory Committee within the Department of Land and Natural Resources with 9-13 members including representatives from each county committee and experts in arboriculture, urban forestry, landscape architecture, and community engagement.

Requires each county to establish an arborist advisory committee with at least 6 members including the planning director, a certified arborist or equivalent professional, and at least 3 members active in community beautification or ecological sciences.

Directs the Department of Land and Natural Resources and University of Hawaii to cooperate with state and county arborist advisory committees to implement the exceptional and significant trees program statewide.
