Amends Hawaii's coastal zone management law to clarify legislative findings on preserving public beach access and restoring natural coastal resources.

Adds new findings that the August 8, 2023 Lahaina wildfires devastated the area's heritage, economy, and housing, and recognizes the opportunity to rebuild while preserving residents' values and addressing climate change and affordable housing.

Exempts reconstruction of structures destroyed in the August 8, 2023 Lahaina wildfires from "development" requirements under coastal zone management, provided reconstruction begins by August 8, 2028 and the reconstructed structure is no larger than the original.

Applies the reconstruction exemption only to structures in the Lahaina National Historic Landmark District that were destroyed by the wildfire.

Takes effect upon approval.
