Repeals section 328J-11.5(b) of Hawaii Revised Statutes that preempted all local ordinances regulating the sale of cigarettes, tobacco products, and electronic smoking devices.

Allows counties to enact ordinances regulating tobacco product sales within their jurisdictions, provided the ordinances do not directly conflict with and are more stringent than state law.

Changes the legislative intent from regulating tobacco sales in a "uniform and exclusive manner" to regulating them in a "uniform manner to the extent reasonably possible."

Amends section 328J-15(b) to clarify counties retain authority to regulate the sale of cigarettes, tobacco products, and electronic smoking devices in accordance with state requirements.

Takes effect July 1, 2025.
