Amends Hawaii Revised Statutes Section 76-77 to modify the civil service exemption for contracts with qualified community rehabilitation programs for building, custodial, and grounds maintenance services.

Increases the aggregate cost limit for these contracts from $850,000 to $3,000,000 per private person or entity, regardless of the number of contracts or qualified community rehabilitation programs utilized.

Clarifies that the $3,000,000 aggregate limit applies across all personal service contracts with a single private person or entity, rather than limiting individual contracts separately.

Makes minor technical corrections by changing "which" to "that" and "more" to "longer" in existing statutory language.

Takes effect July 1, 2025.
