Amends Section 89-11 of Hawaii Revised Statutes to modify the arbitration process for resolving impasses in public sector collective bargaining disputes.

Authorizes the Hawaii Labor Relations Board to request arbitrator lists from both the American Arbitration Association and Federal Mediation and Conciliation Service (instead of solely the American Arbitration Association) when parties cannot select a neutral arbitration panel member within 30 days of impasse.

Clarifies that arbitrator selection lists may contain qualified interest arbitrators from both organizations or their successors.

Makes minor technical corrections to statute language, including changing "are encouraged" to "shall be encouraged" regarding mediator assistance during arbitration proceedings.

Takes effect upon approval.
