Amends Hawaii Revised Statutes Section 78-32 to establish three methods for paying approved travel costs: directly to vendors, as a cash advance to the officer/employee before travel, or by reimbursement after the employee pays if they affirmatively agree to loan the funds.

Prohibits employers from taking adverse employment actions against officers or employees who decline to loan the State or county money for travel costs.

Requires reimbursement within 30 calendar days after an employee submits an approved Statement of Completed Travel for any travel costs the employee loaned to the State or county.

Mandates the State or county pay interest (percentage amount not specified in bill text) on amounts owed if reimbursement cannot be made within 30 days, compounded every 30 days.

Effective date set for July 1, 3000.
