Requires the Department of Business, Economic Development, and Tourism to establish and collect royalty payments from filmmakers for filming scenic shots of iconic locations in Hawaii that appear in media productions.

State and county productions are exempt from royalty payment requirements.

Department must adopt administrative rules defining "iconic locations" and "scenic shots," and establishing the basis for determining the amount and duration of royalty payments.

All royalty payments collected shall be deposited into the state general fund.

"Production" is defined by reference to section 235-17 of Hawaii Revised Statutes.
