Adds five new definitions to Hawaii Revised Statutes Section 291C-1: Class 1 electric bicycle (motor assists only while pedaling, cuts off at 20 mph), Class 2 electric bicycle (motor-only propulsion, cuts off at 20 mph), Class 3 electric bicycle (motor assists while pedaling, cuts off at 28 mph with speedometer required), electric bicycle (fully operable pedals with motor of 750 watts or less), and high-speed electric device (motor over 750 watts, capable of speeds over 28 mph).

Amends the definition of "bicycle" to include electric bicycles as a category alongside traditional human-powered bicycles.

Prohibits persons under age 15 from operating Class 3 electric bicycles.

Requires persons age 16 and older to possess either a valid driver's license, instruction permit, or provisional license to operate Class 3 electric bicycles, or to complete a printed motorcycle instruction permit application (without requiring the motorcycle written test).

Permits any individual of any age to operate Class 1 or Class 2 electric bicycles; applies only to counties with populations of 500,000 or more.

Takes effect July 1, 3000.
