Prohibits the Department of Health from licensing any adult residential care home financed, managed, supervised, directed, or owned in whole or in part by an individual convicted of an offense under chapter 712, part III (gambling offenses).

Applies the same prohibition to expanded adult residential care homes that provide care for persons requiring skilled nursing facility or intermediate care facility level of care.

Applies the same prohibition to developmental disabilities domiciliary homes that serve individuals with developmental or intellectual disabilities.

Amends sections 321-15.6, 321-15.62, and 321-15.9 of the Hawaii Revised Statutes to add these licensing prohibitions.

Takes effect upon approval.
