Amends Hawaii Revised Statutes Section 205-5(b) to allow agricultural tourism as both accessory and secondary uses on working farms and farming operations in agricultural districts.

Requires each county to adopt ordinances establishing procedures, requirements, and enforcement provisions for reviewing and permitting agricultural tourism uses, including standards for road access, parking, facilities, visitor activities, and hours of operation.

Mandates that county ordinances require the principal agricultural use to preexist before any land use or building permits are issued for accessory and secondary uses related to agricultural tourism.

Requires agricultural tourism to be permitted only on land where productive agricultural use is occurring and the property is taxed as agricultural and current on real property tax obligations.

Becomes effective July 1, 3000.
