Prohibits foreign entities from owning, leasing, or holding a controlling interest in more than a specified acreage of agricultural land in Hawaii (specific acreage amount not filled in the bill text).

Requires annual reporting to the Department of Agriculture by foreign entities holding agricultural land interests, including acreage, location, agricultural production type, and ownership changes.

Establishes a public online registry maintained by the Department of Agriculture listing all foreign-owned agricultural lands, including ownership, acreage, and use type.

Sets penalties including fines per acre for violations and daily fines for non-compliance with reporting requirements; voids transactions made in violation and reverts land ownership and transaction funds to the transferor or state.

Effective date is July 1, 2025, with exemptions for inheritances, family transfers, non-agricultural land use, and land already held by foreign entities before July 1, 2025.
