Establishes a Port Worker Advisory Committee within the Department of Transportation to make recommendations on improving state-owned and state-managed ports.

Committee recommendations shall address safety improvements, worker and shipment scheduling, and port operations and efficiency.

Committee composition includes seven members: the deputy director of transportation (harbors division), one harbors district manager, one union head representing port workers, and four port workers selected by the governor.

Requires the committee to establish an anonymous reporting process for port workers to report challenges and suggest improvements, with findings published on the Department of Transportation webpage.

Mandates the Department of Transportation conduct at least one public meeting per quarter to solicit port worker input on methods to improve ports and problems faced by workers.
