Amends Hawaii Revised Statutes section 281-39.5 to apply restrictions on liquor licenses to both new issuances and renewals of existing licenses for on-site consumption.

Allows registered voters within 500 feet of a liquor establishment to protest renewal of licenses, similar to protest rights for new license applications.

Removes the "safe harbor" that previously protected existing liquor establishments from proximity restrictions during license renewal periods.

Effective upon approval with no retroactive application to rights, duties, penalties, and proceedings that occurred before the bill's enactment date.
