Extends the deadline for county legislative bodies to approve, approve with modifications, or disapprove affordable housing projects from 45 days to 90 days after receiving preliminary plans and specifications from the Hawaii Housing Finance and Development Corporation.

Projects are deemed approved by the county legislative body if no action is taken by the 91st day (previously 46th day).

Maintains all other existing conditions for affordable housing project exemptions from planning, zoning, and construction standards, including health and safety requirements and public utilities commission compliance.

Takes effect upon approval.
