Repeals the state preemption provision that voided all local ordinances regulating the sale of cigarettes, tobacco products, and electronic smoking devices.

Allows counties to enact ordinances regulating tobacco product sales within their jurisdictions, provided the ordinances do not directly conflict with and are more stringent than state law.

Changes state legislative intent language from regulating tobacco sales in "uniform and exclusive manner" to "uniform manner to the extent reasonably possible."

Addresses youth nicotine addiction epidemic by enabling counties including Hawaii County, Honolulu, and Maui to prohibit flavored tobacco product sales.

Effective date: July 1, 2025.
