• Establishes annual liquor license inspections with unannounced visits permitted during regular business hours and mandatory unannounced visits for follow-up inspections, deficiency corrections, and complaint investigations.

• Eliminates the Class 5 dispenser license category that previously authorized premises where employees or entertainers were compensated to sit with patrons.

• Removes the requirement that cabarets serve food as a condition of licensure while maintaining requirements for dance facilities and live or amplified recorded music.

• Clarifies that police officers may enter licensed premises if denied admittance and specifies investigators and officers may use "reasonable force" rather than "forcibly break into" premises.

• Takes effect on July 1, 2025.
