HB 210 Summary

• Establishes a State Boating Facility Lease Program within the Division of Boating and Ocean Recreation to allow private management of state boating facilities.

• Authorizes the Board of Land and Natural Resources to lease Ala Wai Small Boat Harbor in its entirety, including all fast lands and submerged lands, through public auction, request for proposals, or direct negotiation for private development, management, and operation.

• Any lease of Ala Wai Small Boat Harbor must expire on or before June 30, 2045, when the program automatically terminates.

• Exempts the state boating facility lease program from prior legislative authorization requirements under Hawaii Revised Statutes sections 171-53(c) and 171-60(a).

• Requires the department to submit annual reports to the legislature no later than twenty days before each regular session advising whether the program should be continued, modified, or terminated.
